Notice of intention to conduct a pricing investigation

On 16 December 2021, the Regulator revised the timeframes for the release of its draft investigation report and determination so as its external consultant had sufficient time to complete its review of Aurora Energy's proposed cost to serve allowance.

The Regulator will now release its draft report and determination on 18 February 2022 around 2 weeks later than originally planned. To accommodate this change the consultation period on the Regulator's draft report was reduced from 6 weeks to 4 weeks.

On 19 January 2022, the Regulator extended the consultation period for its draft report by one week in response to requests from stakeholders for additional time to respond to the proposals that will be set out in the report.

Stakeholders will now have until 25 March 2022 to make a submission.

Standing Offer Methodology Review
In August 2020, the Regulator decided to review the methodology to be used in determining Aurora Energy's retail electricity (standing offer) prices during its next pricing investigation and in its next price determination.

The Regulator's proposed approach to determining standing offer prices in its 2022 Standing Offer Price Determination (2022 Determination) was set out in its draft Retail Electricity Standing Offer Price Methodology Review Approach Paper.

The draft Paper summarised the Regulator's proposed approach to determining the maximum standing offer prices Aurora Energy, as the regulated offer retailer, can charge small customers in Tasmania (including Bruny Island) on standard retail contracts for the supply of electricity from 1 July 2022 to 30 June 2025. The proposals set out in the draft Paper did not apply to Aurora Energy's prices for customers on market retail contracts.

The draft Paper also compared the proposed approaches with the methods applied under the current, 2016 Standing Offer Price Determination. The draft Paper also sets out the Regulator's proposed approach to approving annual standing offer prices under the 2022 Determination.

The Regulator invited submissions from interested parties on the proposals set out in the draft Paper.
