As of 1 July 2014, all customers on mainland Tasmania have the option of entering into a market retail contract with Aurora or a new entrant retailer. Under the National Energy Customer Framework (NECF), and as is often the case in other jurisdictions where full retail competition is in place, regulated or standing offer prices are available for those small customers choosing not to enter into a market retail contract.

Tasmanian electricity customers have been a part of the NECF since 1 July 2012. The purpose of the NECF is to streamline energy retail regulation in Australia and make an efficient national retail energy market which maintains best practice consumer protection. The NECF seeks to achieve a national regulatory regime for retailers and distributors selling and supplying energy to customers and provide an interface between the community and a competitive retail market.
For the purpose of implementing the NECF in Tasmania, there are two types of customer and which type of customer you are affects your level of protection and the options available to you:
- Small Customers:
- There are two types of small customer:
- all residential customers; and
- small business customers who consume less than 150 megawatt hours of electricity per annum.

- Large customers are business customers who consume at least 150 megawatt hours of electricity per annum.

Classification of customers
Your retailer is responsible for classifying you as a residential or business customer when you make a request to the retailer for the sale of electricity to your premises.
If you are a business customer, your distributor is responsible for classifying you as a large customer or small customer. As a business customer, the level of protection that is afforded to you will be dependent upon this classification.
