Tasmanian Gas Retail Code
May 2023
On the 14 April 2023, the Regulator invited submissions on proposed amendments to the Tasmanian Gas Retail Code. The amendments introduce customer hardship provisions and protections for customers who are experiencing family violence.
The Regulator prepared a marked-up version of the Tasmanian Gas Retail Code and a Consultation Paper to assist interested parties in making submissions. Submissions closed at 5.00pm on 8 May 2023.
The Regulator received the following two submissions as part of the consultation process:
The Regulator also received verbal feedback from the Australian Energy Regulator on the proposed amendments.
After considering the submissions received, the Regulator issued a revised version of the Tasmanian Gas Retail Code (Version 9), effective 1 July 2023.
February 2021
The Regulator made minor administrative amendments to the Tasmanian Gas Retail Code to primarily reflect the proclamation of the
Gas Industry Act 2019 on 3 February 2021.
As the amendments were determined to be 'administrative', no formal consultation was undertaken and the amendments were 'fast-tracked'. Interested parties were notified of the amendments, once approved, in accordance with the Code provisions.
All four codes were issued effective 26 February 2021.
August 2017
On 14 June 2017 and 10 July 2017 Aurora Energy Pty Ltd made requests to the Regulator for amendments to the Tasmanian Gas Retail Code.

The Regulator published a
Consultation Notice on 17 August 2017 inviting submissions. Submissions on the Consultation Notice closed at 5.00pm on 15 September 2017. Tas Gas Retail Pty Ltd advised the Regulator that it supported the amendments. The Regulator received a submission from Aurora, and subsequently amended the Code as proposed on 19 October 2017.

The Regulator also made minor administrative amendments to the Gas Retail Code and the Gas Distribution Code to refer to the new AS ISO 19600:2015 Compliance Management Systems - Guidelines.

August 2015
The Regulator published a revised version of the Tasmanian Gas Retail Code (Version 6, effective 7 August 2015) to introduce minor administrative amendments to Schedule 2 to clarify reporting requirements of retailers with respect to gas disconnections.
As the amendments were determined to be ‘administrative’, no formal consultation was undertaken and the amendments were ‘fast-tracked’. Interested parties were notified of the amendments, once approved, in accordance with the Code provisions.

The Regulator sought comment on proposed amendments to the Regulatory Reporting Guideline, the Tasmanian Gas Retail Code and Tasmanian Gas Distribution Code to make consistent arrangements with respect to the frequency of regulatory reporting by licensees across the electricity, gas and water and sewerage sectors. The Regulator prepared a
Consultation Paper to assist interested parties in making submissions. Submissions closed at 5:00pm on 26 October 2012.

Gas Act 2000, including changing the name of the statutory office of the 'Director of Gas' to 'Regulator'.
As the amendments were determined to be ‘administrative’, no formal consultation was undertaken and the amendments were ‘fast-tracked’. Interested parties were notified of the amendments, once approved, in accordance with the Code provisions.
Version 4 of the Tasmanian Gas Retail Code was issued effective 2 December 2010.
March 2009
The Director of Gas invited submissions on the Gas Codes
Consultation Paper which proposed amendments to the Gas Retail Code and the Gas Distribution Code to expand the scope of annual return requirements for gas entities. Consultation closed 8 April 2009.

In August 2017, and whilst progressing amendments to the Gas Retail Code, the Regulator also made minor administrative amendments to the Gas Distribution Code to refer to the new AS ISO 19600:2015 Compliance Management Systems - Guidelines.

Tasmanian Customer Transfer and Reconciliation Code
November 2021
The Regulator made minor administrative changes to the Gas Customer Transfer and reconciliation Code (Transfer Code) to allow customers to nominate a retrospective transfer date on customer transfer notices.
Previously, the Transfer Code only allowed the nomination of prospective transfer dates when arranging customer transfers.
The revised Transfer Code provides for retrospective transfer dates, expediting the transfer process and potentially saving customers the cost of a special meter read.
The Regulator consulted on the proposed amendments and received the following submissions:

September 2019
The Regulator made minor administrative amendments to the Gas Customer Transfer and Reconciliation Code. The changes, shown in marked up format below, reflect the Australian Energy Market Commission’s rule determination to harmonise the start time in the Short-Term Trading Market and the Gas Supply Hub with the gas day start time used in the Declared Wholesale Gas Market. The harmonised start time of 6.00 a.m. Eastern Standard Time will take effect from 1 October 2019.
As the amendments were determined to be ‘administrative’, no formal consultation was undertaken and the amendments were ‘fast-tracked’. In accordance with the Code provisions, relevant parties were notified of the amendments.
December 2010
The Regulator invited submissions on proposed amendments to the Gas Customer Transfer and Reconciliation Code. Submissions closed 5.00pm, 31 January 2011.
The Regulator prepared a
Consultation Paper to assist interested persons in making submissions. The Regulator did not receive any submissions and subsequently amended the Code as proposed. Version 5 of the Gas Customer Transfer and Reconciliation Code was issued, effective 4 March 2011.

May 2005
In May 2005 the Director of Gas proposed to amend the Gas Customer Transfer and Reconciliation Code.
Formal
notice of the Regulator’s intention, including background, details of the proposal and reasons, was given to assist the making of submissions.
The Director of Gas subsequently amended the Gas Customer Transfer and Reconciliation Code by Notice on 11 July 2005.
December 2003
On 17 December 2003, the Regulator released, for public comment, a
draft Customer Transfer and Reconciliation Code for the Tasmanian natural gas industry. The
Regulator sought submissions in relation to the draft code and the Regulator's Office prepared a
background paper to assist persons wishing to make submissions.
After consideration of submissions, the Regulator issued the Tasmanian Customer Transfer and Reconciliation Code, effective 20 July 2004.
