Unaccounted for Energy
The Regulator's 2025 Regulated Retail Electricity Pricing Investigation Final Report stated that:
- The Regulator had been unable to determine if unaccounted for energy (UFE) imposed a material cost on Aurora Energy and therefore whether it should be fully recovered from standing offer customers; and
- it wasn't clear if the impact of UFE on Aurora Energy is temporary and will reduce over time in line with the accelerated rollout of advanced meters.
For these reasons, the Regulator decided to conduct a review of UFE to fully understand the impact that the treatment of UFE has on Aurora Energy's costs. The report from the review was scheduled for release by 30 September 2025.
The Regulator commenced the review in May 2025.
On 23 September 2025, in response to a request from Aurora Energy, the Regulator decided to suspend the inquiry until Aurora Energy completed its own review and provided further information for the Regulator's consideration.
Prescribed Body Inquiries
The Government can require the Regulator to undertake the following inquiries under Part 4 of the Economic Regulator Act 2009 in relation to prescribed bodies that operate in the Tasmanian electricity supply industry (a prescribed body is an agency, Government Business Enterprise, statutory authority, State owned company or Local Government body).
The Regulator has conducted the following prescribed body inquiries:
Review of Aurora Energy’s competitive behaviour and pricing policies
In August 2019, the Treasurer directed the Regulator to inquire into Aurora Energy’s competitive behaviour and pricing policies by conducting a prescribed body inquiry under the Economic Regulator Act.
TasNetworks’ Pricing of Infrastructure as a Service Activities
In December 2017 the Treasurer issued Terms of Reference under the Economic Regulator Act for a Prescribed Body Inquiry to be conducted. The Terms of Reference required the Regulator to investigate and report on the pricing of TasNetworks' wholesale IT Infrastructure as a Service Activities in relation to the Government's Networking Tasmania III panel.
The Regulator's Final Report was provided to the Treasurer on 30 April 2018.
