2012 Water and Sewerage Price Determination Investigation

​Approved Price and Service Plans

The Regulator's Price Determination for the first regulatory period (1 July 2012 to 30 June 2015) required the corporations to revise their Price and Service Plans to ensure they were consistent with the Final Report and Price Determinations.

The revised Price and Service Plans were resubmitted to the Regulator for review and approval on 15 June 2012.

The Regulator approved the revised Price and Service Plans on 29 June 2012. The entities were required to publish their approved Price and Service Plan on their respective websites.

Final Report and Price Determinations

The Regulator completed its first Price Determination investigation on prices and service standards for water and sewerage services on 28 May 2012.

On completing its investigation, the Regulator released its Price Determination Investigation Final Report which includes Price Determinations for Ben Lomond Water, Cradle Mountain Water and Southern Water.

In its Final Report, the Regulator determined consistent policies that all three regional corporations were required to adopt:

  • Service charge policy
  • Developer charges pricing policy
  • Customer connection policy
  • Service extension, expansion and introduction policy
  • Water sub-metering policy
  • The Final Report and Price Determinations were accompanied by a media release.

The Decisions contained in the Final Report take into consideration comments received in response to the draft Report. The Regulator's response to each of the issues raised in submissions can be found in its Statement of Reasons on 2012 Price Determination Investigation.

Draft Report and draft Price Determinations

On 22 March 2012, the Regulator released its Draft Report and draft Price Determinations for the Tasmanian water and sewerage industry for the three-year regulatory period from 1 July 2012 to 30 June 2015. The Regulator also issued a media release in relation to its draft Report and draft Price Determinations.

The Draft Report and draft Price Determinations were based on an assessment of each regional corporation's proposed Price and Service Plan for regulated services for the first regulatory period.

The Draft Report explains the purpose of, and the reasons for the decisions contained in, the draft Price Determinations. The Regulator invited submissions on the Draft Report and draft Price Determinations and received the following submissions. The deadline for submissions was 16 April 2012.

Proposed Price and Service Plans

The three regional regulated entities submitted their proposed Price and Service Plans to the Regulator in October 2011 in line with the requirements of the Price and Service Plan Guideline. Copies of the proposed plans are available here:

Duration of first regulatory period
The Treasurer declared that the duration of the first regulatory period would be three years from 1 July 2012 to 30 June 2015.
