Water/Pricing/Pricing investigations and Price and Service Plans

The Regulator has been responsible for the regulation of water and sewerage prices, terms and conditions for water and sewerage services since 1 July 2012.

The Regulator must determine prices in accordance with the pricing principles contained in the Water and Sewerage Industry Act 2008 (Industry Act) together with any additional pricing principles set out in the Water and Sewerage Industry (Pricing and Related Matters) Regulations 2011 (Pricing Regulations).

The Regulator determines prices after conducting a price determination investigation. As part of the investigation, TasWater is required to submit a proposed price and service plan to the Regulator. TasWater's price and service plan must provide sufficient information for the Regulator to assess and determine prices, revenues, terms and conditions, for water and sewerage services. Importantly, TasWater's price and service plan is required to clearly articulate and commit to a set of outcomes to be delivered, and prices to be charged, during the regulatory period.

The Regulator assesses TasWater’s proposed price and service plan in accordance with the regulatory framework for price determinations governing regulated entities as set out in the Industry Act. The Regulator will also take into account the views of other stakeholders including TasWater’s customers, industry regulators and other interested parties before making its price determination.

In approving TasWater's proposed price and service plan the Regulator must be satisfied that TasWater will have sufficient revenue to meet its obligations and deliver the agreed standards of customer service while taking into account the impact of price changes on customers. The Regulator may require TasWater to amend its plan if it is not satisfied that the proposed price and service plan meets the requirements specified in the Guideline or the relevant Price Determination.
